In a spaceless and timeless world—or perhaps a world in which space and time are “different”—something we can hardly imagine, distance is measured as a relationship, or ratio (as the Greeks called it), of similarity, or shared “characteristics”. We would think of this characteristic in our world of essentially linear measurement, as units (of measurement), like metres, or kilograms. This is, in fact, true in all dimensions.
Once again, from an anthropomorphic point of view, we judge all measurements and forms of measurements by our standards of measurement. But, being in a specific 3d environment—disregarding the fact, for a moment, that most of our common measurements are 2d—there are only so many ways possible to measure meaningfully. But that is only one example, it is not a generality, as there is only one data point.

A static 4d component, would have a static 3d manifestation. A moving 4d object, if and when present in 3d, would be moving too. There might be an infinite amount of 3d objects moving in what would be discreet 3d spaces. in other words, one could think of our 3d space also embedded in a certain “frequency” or plane of existence, such that even minor deviations from our specific frequency would change the 3d reality you are experiencing.
